The AStA is financed by student funds, which it receives in the form of student contributions. The primary task of the finance department is to manage these funds. To this end, the finance department draws up a budget and monitors compliance with it once it has been approved. In the budget, the finance officers plan not only the AStA's funds, e.g. those for university sports, but also the funds for the student councils and the VRS semester ticket. The finance officers are primarily responsible for issuing instructions and monitoring, while the treasurers are responsible for executing payment transactions and managing the accounts.

The budget is managed in accordance with the Regulation on Budgetary and Economic Management of Student Unions in North Rhine-Westphalia (HWVO NRW). The AStA's financial year runs from 1 January to 31 December.

The finance department could be compared to the finance department of a smaller company, which has accounting obligations and must justify itself to certain institutions. In the case of the AStA, the StuPa's budget committee monitors the correct use of student funds in accordance with the budget plan.
